Improving test laboratory capacity in Vietnam

The development of local test capacity, which was a key requirement in the recently completed Vietnam Energy Efficiency Standards and Labeling Programme (VEESL) was led by S2E4.
The Government of Vietnam has recently  introduced legislation to implement Minimum Energy Performance Standards (MEPS) for appliances and equipment alongside a programme of Energy Labelling. The VEESL programme was designed to build capacity in the Vietnamese Ministry of Industry and Trade (MOIT), the Vietnam Standards and Quality Institute (VSQI) and the state test laboratories. Our role was to support the development of local test capacity through a programme of training and inter-laboratory comparisons. This identified shortcomings in the test laboratories’ procedures which have now been addressed, resulting in far more accurate, consistent and reproducible tests.
