in Turkey

UNDP Market Transformation

As part of their role in the UNDP/GEF funded Market Transformation Program in Turkey, our staff facilitated the adoption of the EU Regulations for standards and labelling. We had special responsibility for developing their MV&E (monitoring, verification and enforcement) programme for electrical products on the Turkish market.

We finalised a plan for the testing of electrical appliances to cover the on-going implementation of the current EU Ecodesign and Energy Labelling Directives, which are being adopted by Turkey. Our work has required us to examine test laboratories based in Turkey with the aim of developing a capacity assessment and an improvement programme for them. This has involved undertaking a training needs analysis and subsequent development of training programmes. At its most extreme, this training has had to lift the level of competence of the Government staff in order for them to be able to successfully implement a verification and enforcement system in the area of appliance labelling to ensure that products on the Turkish market comply with EU energy efficiency standards.

As the lead consultancy appointed to provide training services in market surveillance, we managed the delivery of all the training to operational managers and senior staff of the Turkish Authorities. Qualified trainers from other national market surveillance authorities engaged as sub-contractors have delivered some of this training. Other training, provided to the more technical staff based in test laboratories, has been provided by staff from other more expert test laboratories engaged on a sub-contractual basis. The market surveillance training topics have included risk modelling; interpretation of test results, screening opportunities, technical documentation and production control, enforcement testing for compliance, technical complexities and risk-based approaches.
